I was raised by a step-father that I am not blood related to, could I still do the super visa to him if I prove with photos and marriage certificate to my mother?

yes, you can. However, need to demostrate the geniune relationship with your mother.
e.g. marriage certificate, or other proofs if they are coomon law partners, also attach affidavits to support.
