YES, a hundered times yes. Except disability allowance and EI, most of every other benefit is a social assistance. Think this way, if living subsidy does not qualify than what else would? Also IRCC takes these very seriously.
I just spoke to the housing department in York Region & they said income based rent is not considered social assistance for my building as the government is not assisting. My building is considered non profit.

In York Region rent suppliment means your rent is income based & the region pays the landlord the difference. If that is the case is that considered social assistance/welfare?
It likely doesn't count as social assistamce but you must also show that you can support your family without governmemt help to sponsor a spouse. You could also run into problems if you are living in non profit housing and receiving rental assistance. Getting married may also influence whether you qualify to remain in your housing and keep you rental assistance.
