Submitting pcc without cic letter

I am applying from a country that needs a letter from cic to obtain a pcc,but i managed to issue the pcc without the letter without any trouble and wrote in loe that i can submit another if thats not accepted for any reason,did anyone do the same before and is there any problem with what i did ,,thanks

I do not think it's an issue - couple of people on the Singapore PCC thread also reported getting the PCC for spouse even though CIC letter did not mention the name.

I dont think you need a LOE - that's my opinion
