Submit a PR in canada without police clearance

I leave in dubai and i lost my jobs during COVID and i was not able to settle my debt; i tried to contact the bank for settlement but the refuse an instalment paiement; at the moment am applying for PR and am not able to get a police clearance. So please is there any advice?

This is potentially a huge problem. How long will it take you to settle the debt?

You need to look for ways to settle your debt as soon as possible so that you can obtain the PCC. You need to provide the PCC in order for PR to be approved.
