Submission of Passport to Manila office

Hi,

My DD has been encashed and i am yet to receive a PER. My question is

I am a citizen of India
Residing in Japan
Visa office selected is Manila Phillipines

So will it be a problem if I send my passport for stamping from Japan to Manila as i will have to be without passport for thay many days?

Also..which is the best courier to use incase of sending the passport to Manila
