Hi,
Applied for my parent's super visa. At time of application submission my dad was working in Tajikistan and later his assignment changed to Uzbekistan and now he's in Uzbekistan.
They received their passport request On Aug 28, and their VAC centre is in Tajikistan. As per the IRCC he needs to submit the passport in Tajakistan but since he doesn't live there at the moment so can he send it via courier from Uzbekistan to Tajikistan? It it legally allowed for passport to be sent to another country?

Does the VAC centre stamp the visa or do they send it to nearest high commission or Embassy for this?

You can request to send to the available VAC and they will submit it to the embassy.
 
Ok that is fine but what about the sending of visa scross international border. Courier services provide such high liability services?
I don't understand what you are saying. I cannot answer about VAC's courier services. Better ask them.

The answer I gave was based on an applicant who was from India. Processing of visa there really takes time, to the point that he was already in New York when his visa was approved. Since it is not possible to go back to India, he requested that he submits his passport to the VAC in New York instead. VAC submitted it to the embassy and he got his visa.
