Studying in Toronto

I am interested in applying for a program at college in next year. I was living in Ottawa previously till 2016. I have obtained Ontario Secondary School Diploma and also have graduated in the same program from college in Ottawa. I had to return back to my homeland due to visa problem. I would like to know that
1. If I can retake the same program?
2. As I have studied there already, is it still necessary for me to provide proof of English proficiency i.e IELTS?
Guidance would be much appreciated.

Highly doubt that you will be granted a study permit for the exact same program that you have already completed. Your program needs to make sense else you only add to the suspicion that you are not a bonafide student.
