Okay so, if I am a 18 year old U.S. Citizen, am I aloud to live with my girlfriend who is also 18 in her apartment in BC? I am confused because of this from the CIC website. "If you’re under 18 (or 19 in the provinces of British Columbia, Nova Scotia and the Northwest Territories) you must live with a host family in a homestay"

You are not of legal age to rent an apartment. You are considered not an adult with 18 in BC.. So probably CIC is right.
 
But my girlfriend is able to rent a apartment and she is 18. If she has a apartment can i live with her?
 
How is she able to rent an apartment? Have her parents signed the contract?
 
Well, then the parents assume responsibility and if they are happy you living with their daughter, then that is okay. You should have no issues.
