Hello,
My son has completed Diploma in Computer Engineering after 10th in Gujarat, India
I want to know whether he will be eligible to apply for
1. work visa on current base or
2. study permit in canada or
3. Study further & working there for survival

1. To qualify for a work permit your son must first find an employer in Canada who is willing to offer him a job.
2. To qualify for a study permit your son will first have to be accepted to a school in Canada - he can then apply for a work permit assuming he can show sufficient funds.
3. If your son is approved for a study visa, he will likely be able to work once he reaches Canada. The money he makes working WILL NOT cover his tuition and living expenses.

Addition. #2 apply for a study permit not work permit.
3. If he is approved for a study permit, he can only work on campus for the first 6 months. To get a part time off campus work permit after 6 months, he most have satisfactory marks and be attending one of the school programs in the following list: http://www.cic.gc.ca/english/study/institutions/participants.asp
