If someone with a Valid Temporary Visa will be present in Canada for one month or a little more,

and they would like to take a short-term course offered by university while they are here,

can they apply for a Student Visa, while in Canada on Temp/Visitor Visa.

The full course is only 3 weeks - a special summer offering - one course, full days - more or less.

So he will not overstay his Temporary Visa /Visit schedule in order to attend the course.

Will he qualify for this student visa?
 
Normally people on visitor visa are not allowed to apply for a Study or Work Permit from inside Canada. Exceptions are a family member of a permanent resident/citizen and a family member of a work permit holder when work permit is obtained with LMO. Family members are spouses and children under age 22. However, in his case the length of study does not exceed 6 months, so Study Permit is not required. He can enroll into the course without a Study Permit. Hope this helps.

Yes thank you that's very helpful. It's just a 3 week course, not an academic credit, but offered through the university.

You do not need a study permit if you plan to take a course or program in Canada that lasts six months or less. You must complete the course or program within the period authorized for your stay in Canada.
 
Any course of 6 months or less doesn't require study permit.
