It’s simple. You will not be allowed to start your classes without an approval. College won’t allow you.

i would check with my school and the program I applied for. Some programs allow you to start taking classes online without a study permit.

If you start the classes without submitting the application, that duration won't be counted for the PGWP.

College might ask you to provide proof of Study permit application submission before starting classes if you cant provide a study permit AIP.
But when the time comes that you have to travel to Canada for studies. What offer letter would you provide for the study permit application? If it is pre-dated they might reject.
