Hello, most of my studies will be online starting at 9/9/2020, so I will attend most of my fall term online. I payed my tuition fees. I will expect a decision from the embassy in mid November. So I just want to ask how will the embassy handle this? Can they still reject my application even if I attended my fall term online? Can I possibly let a university recruiter contact the embassy and explain my situation?

Yes, they can refuse your application if you don't meet the requirements. The university has no involvement.
