An officer wants to study in Canada after retirement. He is post graduate. In which college or university in Alberta, Toronto or BC admission is possible

Age is not an admission criteria in Canada.

Age might not be a barrier to getting a college offer but getting a study visa may well be a challenge so you would need a pretty convincing case why you need at your time in life to come to Canada to study and how any course is relevant to your previous education/work experience plus how will help your prospects on returning to your home country.

As for which institution would support admission that is an impossible question for anyone to answer here so the individual would need to have a subject in mind and approach a college directly for the admission criteria

Would add that a study permit doesn’t mean that your spouse or children can come to Canada with you. It will also be hard to immigrate even if you have studied in Canada.
