Study visa REFUSED/Help needed

Hey guys.

My brother applied student visa in general category on June 7th

He got refusal ok 31st July and Reason stayed was - expired LOA
But we had already submitted new LOA on July 17 via IRCC web forum.

Any suggestion what to do next? Or should re- apply? But it’s the embassy mistake they never checked new LOA.

Why did you submit expired LOA in the first place? Webforms have a 50-50 chance of ever being seen by anyone.
You can try calling IRCC canada their numbers are somewhere on their website be prepared to stay on hold a long time and explaining maybe they will reopen your file, otherwise you will need to do a new application.

Expired LOA was never submitted. Applied visa on June 7th.
It’s Cic as they took 55 days for processing and by then LOA was expired.

How does a LOA expire? I don't understand, did your school start before you got visa?
Anyway I think your options remain the same as I posted above.

Which college LOA Tht was??

Applied on June 7th
Start date- July 3rd

Program deferred to October and new LOA submitted on July 16th for next semester

Anyways I appreciate your help
