Hi,
I got a refusal on following basis
Given the applicant's previous education and/or employment history, I am not satisfied that the motivation to pursue this particular program at this point in time in Canada is reasonable. Refused under R216(1)(b).

My profile is like this,
2015 graduated from Panjab university, Chandigarh with 50% in B.Sc. science.
2015 to 2017 worked as lab assistant
2017 till present working as assistant manager in the same lab.

applied in July 2020 for ABM in University of Manitoba
Got AIP in September 2020.
Started my online classes and completed 2 semesters with 4 CGPA
Got first refusal in Feb. 2021- purpose of visit and course irrelevant
then applied for reconsideration and visa officer told to reapply with complete application.
Applied for second time in JULY 2021 and got second refusal with this reason

I think I didn't mention how my previous study and my experience and my further studies are linking.

Now, I am confused. Shall I attach my net worth that I am well settled in India? or Shall I Justify the reason given me in refusal?

What did your GCMS notes state as this would give more detailed notes? If you are a BSc in science why would you need to take an ABM program at the U of M. This is a certificate program. Why not in your home country? If you are an assistant manager at a lab then why a business program in Canada.

I am waiting for GCMS notes it's been 32 days today. I want to hone my management skills as I am supervised by my manager and inefficient to take my own decisions in his absence. In the long run. I want to establish my own lab in India. In India. there is no such practical course which can offer me such knowledge, given the covid-19 scenario.

But why the ABM certificate program at U of M. Courses are in Canadian law, Canadian business etc. These aren’t practical for running a lab in India.

In Canadian Law , all type of contracts and wider aspects of rules and regulation are taught . I studied subjects like project management, Accounting for Business, Financial Management, Organizational Behavior and Strategic Analysis. From the point of Canadian business and Canadian law subjects, there are some things which are taught in reference to that country but overall basics of these subjects remains the same. I learnt Canadian business in my first semester and I was able to relate with Indian business context. Our instructors used to teach us in such a manner that it could be applied anywhere.

Your reason for refusal states that the program doesn't add to your past education and current job. Still haven't said why you need to study in Canada for ABM - a one-year general, certificate program. If applying for a third time, you need to either change programs and not take a certificate but a two-year post grad program. Unfortunately, your grades are not high enough for a MBA. Or apply again with a stronger SOP.

If you only have a semester left, then you have nothing to lose by reapplying. You aren’t planning on a PGWP then. Why wouldn’t you show your net worth- yours not your parents? Reasons for refusal wasn’t funds.

For PGWP, I will assess the working conditions and benefits that I would get in my Co-op. Otherwise, if outcomes are undesirable, I will not waste my time in Canada. I would use my opportunities in India.
My parents would support me if I am not able to deal with any kind of problem. But, I think for 6 months my GIC would be sufficient for living my life there peacefully.

A PGWP is moot if you aren't approved. Also you will not be eligible for a PGWP if you have until 2025 to complete the program. Usually you can’t take that long of a break and you need an official leave of absence from the Dean to make sure you are eligible.

I am well aware of PGWP part. I have written communication from the Dean of the university. So, I think from uni's side I don't have any prob.

But I believe you can only take 6-months to a year. You can’t take 3 or 4 years off and still be eligible. Hopefully you will get approved but you need address all reasons for refusal.
