I'm applying for the study visa. In the letter of intent should I say that I intend to stay in Canada because I will apply for the PGWP and I have a profile in EE?

When you apply for an TRV, you have to convince the visa officer that you will leave Canada after the purpose of stay is complete. If you have another PR application (EE or family sponsorship) that is also filed or is pending when the application for TRV is filed, the criteria remains the same.

S.22(2) of the IRPA answers this:

  • 22 (1) A foreign national becomes a temporary resident if an officer is satisfied that the foreign national has applied for that status, has met the obligations set out in paragraph 20(1)(b), is not inadmissible and is not the subject of a declaration made under subsection 22.1(1).
  • Marginal note:Dual intent

    (2) An intention by a foreign national to become a permanent resident does not preclude them from becoming a temporary resident if the officer is satisfied that they will leave Canada by the end of the period authorized for their stay.

Although proof of dual intent should allow you to be approved it does anecdotally make the application more difficult to get approved or could lead to needing JR. Probably still a good idea not to highlight that you plan on remaining in Canada.
