Good day everyone!

A relative wants to study marketing in Canada. He already has the following qualifications in marketing; diploma in marketing, bachelor degree in marketing and masters degree in marketing.

But he is looking forward to specialize in digital marketing or digital media but both programs are post graduate certificates.

My concern is, since it is not a PHD (next step on academic ladder) but just a common certificate, will IRCC approve his study permit application. I am asking because it may look like unconvincing

It will be a hard nut to crack for him to get Visa with PG certificate program. He already had a masters and experience. It wont be an easy job to convince a VO for a lower degree or certificate. Doing an additional masters can work but still it needs extensive explanation to why you choose this now. Reconsider his options show academic progression that will help him in career progression otherwise too hard to get it
