Hello, I got into Canada with a tourist visa and I got admitted into college and applied for study permit and got declined twice, I need to know how I can go about this.

No one can tell you. Order GCMS notes. Need to list reasons for refusal but most likely funds, program not relevant to your education and career, if in Canada, you are not working so cannot show ties to home country and job to show advancement. You may need to change your program, living outside Canada with a job/family to show ties, more money etc. With two refusals don’t reapply until you have GCMS notes. Being in Canada shows intent not to leave, and you have two refusals too.
 
I don’t know how to attach files on here, I’ll like to attach files. What they say as reason is assets, in which I think I did better with my proof of funds as I also had 10$k in my account

So copy and past letter. So did you pay for first year tuition? How much is tuition in total and for how many years? $10k is the minimum amount so that is not a lot of money.

I have not paid tuition and tuition is 24$k for 2 years
So that is a reason. How much in total did you show in funds? You should pay your first year tuition and then show you have the money for second year tuition and living expenses. You want to show that you can afford your studies.
