10th- 6.8 cgpa (2012)
12th commerce 51% (1 backlog cleared in next year) (2015)
Bcom- 54% (8 backlogs, cleared in 12attempts) (6 months extended due to 1 backlog)
Ielts- 6.5 each

What are the chances of getting a visa. Should I apply or not?

you can never know unless you apply. People with 12 -15 backlogs have got the visa. HOW?? their application was strong, good documentation and a strong SOP. Good IELTS also matter. An overall band of 6.5 with no individual band less than 6 is considered. If you can score 7 or 7.5 then it is better.

One more thing. If I pursue 1 year diploma here in India with 60% & no backlogs & then apply?

wont work. how are you going to justify that you will benefit from Canadian studies when you cant even get a job after completing b.com and then again diploma. Better do a Masters in India from a good public university. get some local work experience, improve English skills and then apply for PR in couple of years.
