Study permit

My study permit was rejected under spp in 2011 sep intake after dat i did mba and now i want to apply again under general category my profile is 10th 75% 12th 68% b.com 58% mba 65% ielts 6.5 not less than 6 . I want know that can i get GIC aswell as study loan or any one thing will be enough.. Plz help me i am a bit confused..
