My brother had come to Canada, Ottawa on a diplomatic visa and studied his grade 11 and grade 12 here. After that, his diplomatic visa was converted into a study permit. He is in 2nd year of his Bachelors in his university. Technically if we see it has been 4 years that he has been studying in Canada.

1. Can he apply for a PR now?
2. Will he have to wait to complete his degree and work for a year and then apply for the PR?
3. What if he wishes to do his masters?
4. Is there another option other . that express entry for applying PR? Or is Express entry his best choice?

How long he has studied in Canada isn't really relevant.

1. It's extremely unlikely he qualifies since he would need to have at least one year of paid full time work experience and any work experience he gained while studying won't count.
2. Yes - he almost certainly will. Even once he's finished his studies and has a year of work experience, PR is far from guaranteed.
3. Not sure I understand this question. He would apply to extend his study permit and then take the Masters.
4. He can look into the Provincial Nominee Programs - however he still won't qualify at this time.
