Study permit takes long time

Hello guys,
I applied on 16th of April and from 19th of April it shows under process. I'm from Bangladesh and in http://www.cic.gc.ca/ it show "Processing time 3 weeks for Bangladesh"
I'm very worried why it takes too time.
can anybody help me?

The processing times on the website are averages not commitments and anyway it has been 4 weeks so far so not unusual at the moment. Asssume you are applying for the September intake.
