Study permit renewal inland transferred to local CIC office

Hi there,

My application to renew my study permit has been transferred to a Local CIC office (niagara) from CPV Vegreville. I live in Toronto.

Has anyone else experienced this?

What could be the reasons for the transfer and what does this mean for my application?

How much backlog is at the Niagara office?

Any help will be appreciated.
