I recently got my study permit refused and the reason was provided as

Your proposed studies are not reasonable in light of one or more of: your qualifications, previous studies, missing marksheets, academic records, level of establishment, language abilities, or your future prospects and plans..

There is one thing I would like to mention, I started my program in November 2015. The final exams were held in Jan/Feb 2016. Unfortunately, I failed in my 7th semester - and since we do not have like chance exams, I could only appear for the re-exam on Aug 2016 and results were out just this year on April 2017. I have my pass-out year as 2015 in Transcripts, Provisional and Character certificate (all of which I included in my application plus the backlog result).

I have thought of applying for CAIPS report. But, I will not be able to apply again for this intake. So, I asked the college to defer to May. But, they say May intake is full and they can only defer to September. I am not sure what to do. Please help me really frustrated.
