Study Permit Refused due to Insufficient Funds - Can I get my tuition fee refunded?

My study permit was refused because Immigration officer was not convinced that I have enough funds for staying in Canada
And in reality also I don't have that much funds

Can I request my college to refund my tuition fee based on this refusal?
