Hi there. I have found this site very helpful over the years, and I guess now it's my time to join the community.

I am currently in Canada with a PGWP. I plan to apply for PR in a few months as I will then have acquired sufficient work experience.

In the meantime, however, my employer would like to pay for me to get a certificate in French translation from the University of Toronto School of Continuing Studies. To get the certificate, one must take four three-month online courses, each culminating in an invigilated exam. The courses are on an enrolment basis (not requiring admission) and all must be completed one at a time within 18 months.

Last month, I called the CIC call centre to ask if a study permit is required. The agent told me that a permit is required as the invigilated exams require that I be present in Canada, and that the combined total of the four separate courses is over six months in length.

Today, I received a letter refusing my application on the grounds that the officer was not satisfied I would leave Canada at the end of my stay, specifically citing my "purpose of visit". The only reason I can think for this is that the requested end date of the study permit did not coincide with the expiry of my PWGP. Nonetheless, I would still be authorized to remain in Canada by virtue of the PGWP.

I will contact the call centre tomorrow, but thought I would see if anyone could shed some light on this in the interim.

Online classes do not require your presence in Canada, reason why they cited "purpose of visit". You can't obtain a study permit for online classes, but you be issued a visa to enable you write an exam only provided in Canada.

In my opinion, the fact that your employer is paying for the certification makes it work related a.k.a "professional development". I don't believe you need a study permit but confirm with a lawyer.
