My study permit missing May work 20 hours per week off campus or full time during regular breaks if meeting criteria outlined in paragraph 186(v) of the Immigration and Refugee Protection. do I can update this and what should I do?

It means you can't work during your studies

Yes you can get it amended it's a free process, contact your school international adviser or search through here how to so that.

Its a well known process its called an amendment, don't see how you would talk to immigration there is no way to talk to anybody except the help-desk who don't make any decisions.
Your problem might be due to covid 19 I don't think they are touching paper applications and an amendment is a paper based process.
