No, it's not possible to do this. It's mandatory that you have a letter of acceptance from a school in Canada to apply for the study permit.

Yes, still mandatory to get an acceptance letter before applying for the permit.

Note that some vocational courses don't require a study permit. If the full length of the program is six months or less, then you don't need a study permit.

Thank you very much for the info. This is out of the topic but maybe if you could please help me understand.

My partner and I were required to submit an updated IMM5669. May I ask why? This is in connection to our PR application. We already have submitted this when we applied and now they asked us to submit an updated one.
