Study permit approved from India, but College doesn't have seat now ?

My study permit and my husband's Work permit got approved from India, but now the university in which I was about to study says that they don't have any seats left for Sep 2021, Jan 2022 and even May 2022 intake.

If I were to get an offer letter from another DLI.

1. Would I have to file my study permit application again in India ?
or
2. Would I just have to inform IRCC that I am changing my DLI. ?

How is that possible unless you missed the enrollment deadline? If you are changing your university you must apply for a fresh study permit

Though this was addressed to specific person, if I may chip in you need to submit for study permit if you are changing DLI. what was the reason for the full capacity? did you pay tuition fee on time?

1. You can send a web form and Inform IRCC and see if they can change your study permit for the new DLI given that you have an offer of admission and meet all other criteria.

You can only change your DLI if you meet the following:

Before you change your school or program, you must meet all the conditions of your study permit. This means you must be:

• enrolled at a designated learning institution (DLI) and
• actively studying while you’re in Canada

the fees was paid, but the study permit approval came on 9th September, the course start date is 14 septemer.
IN short, IRCC took 9 months 9 days for this study permit application. By then, The applicant already deferred the admission thrice and now the university says, they dont have a seat.
