Study permit approval time for outside of Canada

Hello everyone.
How long it takes for study permit approval outside of Canada ?
Couple of days and it would be almost a month since applyed online.
When checked it says that background verification is in progress for application.
Also when check from other countries process times on their web site it does not give any time at all for other countries.
Applying from one of Ex Yugoslavia countries.

Google - IRCC processing times - to get an idea of when most, not all are processed. This doesn't include passport stamping which can take up to 30 days.

Is your eligibility in progress or it hasn't started yet? Its weird because Europe applications are usually processed fast.

It can take many months to get processing
