I'm a Ugandan, applied from Uganda. Got an acceptance letter for a 1 year AI post grad certificate course at GBC, PAL, education loan from passage covering tuition and living expenses, added support letter from my aunt who is a Canadian citizen and I'd also be living at her house. Borderpass advised as well for the application. They submitted it and I received the refusal letter the day after I submitted my biometrics

"I am not satisfied that you will leave Canada at the end of your stay as required by
paragraph R216(1)(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/sor-2002-227/
section-216.html). I am refusing your application because you have not established that you will
leave Canada, based on the following factors:
• Your assets and financial situation are insufficient to support the stated purpose of travel
for yourself (and any accompanying family member(s), if applicable)."

Please advise on what I should do. School should start in September and I would like to give it one more shot. Reapplying.

How much in your own cash did you show? How much is the loan? How are you going to pay the loan back? You want to justify costs of the program with higher pay and career advancement when you return home. So outline a loan payment plan on the job you will have with the salary.No chance of PR so if taking a loan, you want a solid plan of repayment.

In Canada, chances of job in your field or any IT job are very low. Living with aunt is not relevant as still need to show the cash.

I'm a software engineer with 4 years of experience, the AI course would greatly improve my earnings once I'm done and that's how I'd pay it back. The loan payment plan is reasonable, it's about $550 every month for 7 years which is very achievable in both my country or Canada.

This is my first time having a visa rejected as well. How would you suggest I approach reapplying?

Showing none of your own cash and only a loan is the issue. You are 28 with no funds of your own and taking out a $41k loan for a program that could be done online. No reason to come to Canada for AI program. So you should be showing some of your own funds. Don't know how much tuition is but most likely $41k is the minimum required for proof of funds. IRCC usually wants to see much more than the minimum of $21k plus tuition. You cannot include staying with your aunt as "funds".

Staying in Canada is not an option so that is a lot of money and paying it back over 7 years is a long time. Explain how much more money you will make when you return home. Explain why you are taking out such a large loan with no funds of your own for a program at GBC at the age of 28. $550 per month is a lot of money so you must be making a lot of money when you return. Even for Canadian students, $550 per month is a huge amount to owe factoring in living expenses. You don't want to pay more than 10% of your gross salary so that is making 5500 per month or around $31 per hour. In Canada, you will be lucky to work minimum wage in fast food. Don't expect a job in AI so plan for when you return.

How much will your salary be in Uganda per month to pay off $550 per month.

This program is not a pathway for PR so don't plan on staying.

I have a place to stay without paying rent which lowers my monthly expenses greatly and all my other living expenses will be covered

My aunt, has no kids or dependents, lives alone in Toronto and owns the property, provided proof of funds and employment letter showing she earns more than enough to cover everything as a sponsor

The course is a good one

Is there any chance that I can get a study permit? If you believe there's no chance let me know but if there's any chance I can get accepted, please let me know how to improve the odds of getting accepted.

So outline how you will pay back $550 per month with you salary when you return. IRCC doesn't care that you have a place to stay. All IRCC cares about is cash in the bank and taking out a total loan for a one year program is problematic. Your aunt's funds and employment are irrelevant. She is not even considered an immediate nor extended family member to IRCC. You are 28 years old so need to show your own cash in the bank.

So you improve your chance by showing that you can afford it. So you show that you have the cash in the bank as well as the loan. Show that you don't need support of an aunt. Outline a plan to pay it back with Ugandan salary. If course is a good one (not sure it is since going to GBC) then prove it and explain who has attended and the jobs they have gotten when they graduate. Most college courses are not great.

Seek an immigration lawyer or consultant to outline a plan to show you can afford to study in Canada. A full loan shows you cannot without proof that you can pay it back.
 
On top of this there has been a high rate of asylum claims from Uganda which will also raise concerns. How did your aunt get status in Canada? A $550 loan repayment for 7 years is not realistic if you live in Uganda. If the loan is from a Canadian institution then that also raises concerns about your intention to return home.
