I am a Mexican nationalist (18 y) but I've been studying in the UK for the last 6 years and have just completed my A levels. I've been accepted on the BA undergraduate Course at UBC in Canada subject to satisfactory A level results.
I am now in the process of applying for a student visa (study permit) and would be grateful for clarification on a couple of issues:

1.- The application requirements are quite complex and easy to get wrong. There is a Canadian visa office in London which will accept your application in a drop box, for processing only . What I want to know is does this embassy offer the service to check your application before processing and advising of any amendments or improvements that would be required?

2.- Because of my time in the UK I am eligible to apply from the UK but not eligible to apply online so I need the application form usually available as a download on the internet. Application to Study in Canada, Study Permits
At the moment it is impossible to download this form:
Application for a Study Permit Made Outside of Canada [IMM 1294] (PDF, 342 KB)
either due to a temporary technical problem or a permanent issue. Is there any where else that I can obtain this form quickly?

3.- It seems unclear whether or not an IELTS certificate is required with my application. The University has not requested it but I read that it would be looked upon favourably if I included it with my submission. Is this true? and if so, what IELTS score would they be looking for?

1. No, embassy does not provide this service. Visa dropbox offices in some countries provide form filling and checking services you have to consult them and check if they offer such service at your place or not.

2. You can download the form from here. http://www.cic.gc.ca/english/information/applications/student.asp

3. If your Letter of acceptance (from the university) has no condition of IELTS then you don't require it for Visa processing. Because had there been IELTS requirement it would have been mentioned in your checklist.
