Study Permit application for newly married person

Hi,

I have graduated from Master of Computer Science at Dalhousie University a few days ago and I am waiting for my 3-year full time work permit (living in halifax). I have a question about applying for Student Visa (for Nova Scotia) for my wife (We are both from Turkey, older than 25).

We have married in 29th May 2015. My wife was accepted for Master of Applied Computer Science degree by Dalhousie University in March 2015 (to start in september 2015). Now, she will apply for TRV and Study Permit soon. Note that she is not applying for full-time work permit.

1- What should she write as living fees for 2 years? We are going to live together.
2- Does she has to fill "Statutory Declaration of Common-Law Union [IMM 5409] (PDF, 636.51 KB)"? If yes, I live in Canada and she lives in Turkey now. How can we sign the required areas together? Also, we could not understand the "Solemn Declaration" part clearly in this form, can anyone explain in detail please?
3- "Will ur spouse/common-law partner accompany you to Canada" -> I am already in Canada, how should she answer this? yes or no?
4- Do you have any specific suggestions for our situation?

I am not sure but here is what I think:
1. She would have to show at least $10,000/year in addition to the tuition I think. If you are working, you guys may be able to show your income together (In that case, $14,000 may be enough?). Either way, she should mention that you are already living here.
2. I think Common Law partner relationship is a different thing. If you are married, that is what you need to say.
3. Yes sounds more likely. Also, when you are filling out that info, there is an option to hover over the '?', which usually says that if the accompanying family member has a non-immigrant status, and you are going to stay with them, you should say yes. Also, there should be an option that says that you're already here.
In any case, if you are unsure about anything, just call CIC. They can offer better advice on complicated matters.
