Hi everyone,
The story is about a person who wants to study an undergraduate course (Bachelor’s degree) in a university in Canada, however, he graduated from high school in 2014 and has never joined any university yet, and he is 25 years old now.
In short, his country has been in a very bad situation and worthless to study in until now, so he just studied the English language and travelled to some countries and managed to get the IELTS during his 7 gap years …

He is in Canada now and applied for asylum a few days ago… the prime question is that… will Canadian universities accept him to study any undergraduate course or not?!

He likely will get admission but whether he can get a study permit is unknown. Can you pay for international fees and your living expenses?
 
He can only pay the normal fees that are up to 10,000 CAD, not the international ones Which is above 20,000 CAD... and yes he can pay for his living expenses.
He applied for asylum so he is a refugee in Canada or will be a refugee, so is there any chance that he will be given some kind of scholarship or discount in the university's fees?

He will need to pay the international fees. Most scholarships/grants go to domestic students but he can certainly try applying for them. Whether it is successful or not is another story. If he cannot afford the international fees, he should be focusing on a work permit and a full time job.

As already noted he doesn’t qualify for domestic fees. Perhaps he is best off working and if he is granted asylum he can go to school.

He just doesn't want to waste more time since he is afraid that he will not be accepted by universities even when he is granted asylum due to his 7 gap years!!!

He heard from some refugees there that they just paid around 1,000 CAD for universities and managed to study undergraduate and postgraduate courses without any problems (Likely it's some kind of government helping or something like that)... the problem is that he doesn't know anyone there and has been doing everything by himself since he arrived to Canada.

Never heard of anyone paying only $1000 for tuition. And as he has yet to be accepted as a refugee, international fees apply. He’s got about 1 1/2-2 years to wait to see if his claim is accepted. I certainly hope his only intent to claim asylum wasn’t just to access domestic fees.
 
I suspect that was OSAP and exactly the reason the program returned back to majority loans. The intent was to help low income students go to college or university. Instead the system was highly abused and people didn’t report savings or family income from previous years. Ontario taxpayers ended up paying the majority of degrees like MBAs, masters, etc. which wasn’t the purpose of the program and the cost of the program ballooned.

The gap in his studies will not be an issue. Until he is accepted he will need to pay international fees.

No, he can't come back to his country due to its current situations and he has no residence in any other countries... in fact, it was unbelievable that he got a Canadian visa.
But he also wants to complete his education especially when he has nothing to do except for waiting until he gets a decision.

He would need a study permit (which is not guaranteed), acceptance into a program and the funds to pay international fees.

So, this some kind of load is not available now? or it's just for refugees and Canadian citizens?
And after being accepted, he will be able to enter a university regardless of his 7 gap years? and paying the same fees that Canadians pay which is up to 10,000 or 15,000 CAD?

OSAP is a student loan and grant program in Ontario. For a few years the system offered huge grants to people. It was unaffordable and was not just helping the small percentage of students who would have not have attend school due to the lack of funds. OSAP has returned to mostly student loans that need to be repaid. An asylum seeker doesn’t have access to student loans and must pay international tuition if they get a study permit.

If he gets protected person status most colleges and universities charge domestic fees. In general domestic fees are only for PR and citizens. Your friend will have to contact each school and/or look through the school’s fee information to find out if he qualifies for domestic or international fees. After becoming a protected person there is no need for a study permit. Nobody on this forum can guarantee whether he will get accepted to a particular program but the education gap will not be a big factor.

Although studying is important securing safety is what should be the biggest focus.
