Study in Canada to obtain PR

hello,
i am planning to immigrate to canada . i have filed an application in June 2007.
can i undergo any course in canada which will help me in attaining PR status.
also will provincial nominee program be better if i undertake a course in the respective state.
please suggest

While you study you can apply for wor permit.
