Study gap of 6 years

I passed me b.tech in 2014 .After that I worked in a company for 3 years .They gave salary in cash only .After Completing it .I started my business but,unfortunately it got collapsed in 7 months .Now I have been preparing for government exam for 1 year.Can Iapply for study visa fir further study ??

A study gap in itself is not a real issue more to the point would be your intended course , how that relates to your current work experience/qualifications, how attending such a course would improve your prospects in your home country and of course your English Language ability.

So basically you have to be convincing why attending a course in Canada is more than just a good idea you have at this point in time since graduating.
