Well there is one university in Calgary, called the University of Calgary. Google it and research admission requirements. Get admission and apply for a study permit. PTE is accepted starting in August.

PTE for study permits has no correlation to universities. Universities may ask for one type of test and IRCC another. Best is IELTS. Check the U of C admissions requirements. Assume you have a 4 year degree for a Masters.
