Anyways same applies, once your PR intentions are clear, you are thought as having intentions to make Canada your permanent home. There is no harm when you apply for Temp or Student visa etc. The only problem is being granted one. Canada has one of the most stringent visa issuing manners when it comes to such things.
Meaning, you can apply and there is no effect on PR application. BUT you will have to (somehow) satisfy the VO.

I applied for a Student Visa while my PR was under process...There should be no problems as long as you can convince them that you will leave Canada when your studies/PGWP are done IF your PR has not come through yet. Good Luck!
