My boyfriend applied for a student visa to study at canada. If ever his student visa was approved, is it possibe for him to be a citizen? he is from the philippines.
 
The student visa by itself won't make him eligible for citizenship.

If he studies in Canada, and then works in Canada, and then qualifies to be a Permanent Resident, then is a PR for at least 3 years, then yes, eventually he can become a citizen.
 
Then, if he's already a PR for 3 years, is it possible for him to make me a citizen as well after getting married outside canada?

No, marrying a PR/citizen will not make you a citizen directly. It will make you a PR, assuming you get through the sponsorship. Then you'll have to wait the same three years (at least) to become a citizen.
 
by sponsorship, what does that actually mean? Like he's going to pay for my fees or something?
