Hello
I have started the applying fredericton university.
I will arrive in Canada on 20th of June.
I won't have the acceptance letter till that so I can't get studying permit before the arriving.
I would like to know if it is possible to open student visa within Canada after the new rules of June?

I have booked the ticket flight to visit my parents on December before that I have thought to apply for university in Canada.
I have read that after the new rules of 1st June it will be possible to apply for studying permit not only outside of Canada
 
The new regulations as of June 1st 2014: Visitors may apply for a study permit from within Canada if they are at the pre-school, primary or secondary level, are on an academic exchange or a visiting student at a designated learning institution, or have completed a course or program of study that is a condition for acceptance at a designated learning institution Source: http://www.cic.gc.ca/english/department/media/notices/2014-02-12.asp

Until June 1st, you won't be able to apply for a study permit within Canada at all. You can just extend an existing permit. If the above applies to you then you should be able to apply for it within Canada as of June 1st 2014.
