Hello Visa Experts!
I applied on 24th July and got this answer today, my studies start on January 6th, 2020.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in
subsection 216(1) of the IRPR, based on your family ties in Canada and in your country of
residence.
• Pursuant to paragraph 220(b) of the IRPA, I am not satisfied that you have sufficient and
available financial resources, without working in Canada, to maintain yourself and any family
members who are accompanying you during your proposed period of study.

The application was made from my country of residence, however, I used bank statements from my home country which was about 100K CAD which exceeds the amount requested by IRCC, also, I showed documents from my home country proving the provenance of funds (5 years working in a multinational company) I did not show bank statements from my country of residence because they weren't enough to meet the minimum required, thus my proof of funds were from my country of origin. I've been living abroad as a permanent resident since October 2018, I'm employed since January 2019, 2 years married to a citizen of this country and I have a 6-month-old baby. I applied to the study permit visa alone 'cause I wanted to show ties to country of residence beside my employment, but none of this worked I got my visa refused. I requested ATIP and the only reason for refusal was "unclear provenance of funds", which didn´t make any sense to me because I did showed documents stating my incomes and taxes from country of origin, it was so unfair.

With that being said, I'd like to ask:
1. Proof of funds MUST be from the country of residence?
2. I'm thinking of reapplying from my country of origin, this time with my whole family, nonetheless, I´m concerned about the timing for my studies and how long as a minimum would I have to wait to apply for visas upon arrival in home country?

The first one is very tricky since you mentioned you have families in Canada so the visa officer thought you will get PR via them. So, proof more ties in your country, like employment offer, or properties etc. The second one, you can use the same bank statement that you used but you got to explain in details whose funds it belongs to, and how that person got it, if it is from salary provide them with documentation.

Thanks for your response. For the first one, I´ve never mentioned at any part of my application that I have families in Canada or even friends in Canada, my family (wife and baby) is in my country of residence, I decided to apply alone just to show families ties to country of residence.
For the second point, Indeed I sent within my application a financial letter explaining how I earned that money in my country of origin, I even showed official documents stating my income/salaries vs taxes paid during the 5 years working in a multinational company, and I also sent a letter of my bank manager stating the owner of the account and since when I became their customer.

It seems like no matter what official documents I showed for proof of funds, it will always be rejected if they aren´t from country of residence.
Do you think that visa applications get weaker if were made outside of country of origin?

I am from Kenya and I am applying in the US as an International student. So, I don't think there is any effect on that. Stong letter of explanation matters I believe. As long as you can prove to VO that you will return. I would suggest apply for GCSM Notes to know the exact reason in details.

I did apply for those notes, I am from South America, here we call it ATIP. The GCMS notes are issued under the Access to Information and Privacy Act (ATIP), to sum up they stated: "Unclear provenance of Funds".

Oh, I see. I guess you need to explain more in details or you can transfer funds to your country of origin bank to show more ties in your country. I am in US under F1 Visa, I want to transfer to Canada and complete my studies there and thank you.
