Student Visa rejected due to current immigration status

I am applying for student visa from Kuwait. I am an Indian national on article 18 visa.
The reason why my student visa was refused as given below-
Because you had not established that your immigration status outside your country of nationality or habitual residence.
Can someone guide me on this please

To get a study permit, you need to show strong ties to home country - job opportunities, family, investment, property etc. Because you live in Kuwait, IRCC is concerned you will not leave Canada because you are not a citizen of Kuwait & will not return to India following your studies.

I'm not familiar with the Kuwait immigration law system but you should try to prove you have something like a permanent or definitive resident status, or maybe even becoming a Kuwait national. The problem I think IRCC stated is that they did not receive proof of your immigration establishment in the country where you are living.
