I recently got my PGWP and my partner's spousal work permit extension was refused since I do not have a skilled job yet. Since he has to go back to our home country for emergency, we will not apply for a restoration. We don't want to wait for me to get a skilled job so we are thinking that he applies for a Student Visa this time from our home country instead of Visitor Visa so we can be together longer. Would this be possible? or will he have a high chance of getting refused? Is getting Visitor Visa better?
