You can apply for a student visa for him and a TRV for the mother but there is no guarantee they will get it. It is not common for students to take their mothers with them. Why do you want to send him to study in Canada at such a young age? With a mother who is a visitor and not on a student visa or work permit herself, you may have to pay tuition fees for your son.

If you are a live in caregiver, it is not really your right to bring your children to join you aside from the fact if he would be allowed to live with you at your employers house. In another post, you mention a friend he could live with who would act as a custodian for him. You can try to apply for his study permit and see what happens.
 
ok-my friend is also my employer who is willing to be a custodian, so what application form do i need?
 
If the employer is allowing your son to live with you, I do not think you can have a custodian as well. Try applying for your sons study permit with a letter from your employer stating that they have nothing against your son coming to live with you and is even ready to act as your sons custodian if required.
