student visa but want to bring spouse with

hi i need some suggestion on following situation
my sister got student visa for Vancouver university but she wants to bring her spouse also.
1. what she can do to bring her husband here?
2. can she change her university from Vancouver to Toronto and she is also feared that changing province will effect on her permanent residency, how true is that..???
