Student Visa applied from With In Canada

My husband applied for the student visa from with in Canada 1.5 months back. The processing time mentioned on IRCC Website is 3weeks from with in Canada. His course is about to start in July. How can we know if IRCC is even processing his application or not? The applications status is showing “processing” since past 1.5 months.

What is his status in Canada? Unless he meets specific criteria, he has to apply through a visa office outside of Canada and submitting an inside of Canada application is not possible and will end in refusal.

His status in Canada is Temporary Resident on Work Permit (valid until 2024)

OK - that is good news. In that case he does qualify to apply from within Canada.

The processing times are estimates and we are seeing a lot of applications take longer than usual right now. Unfortunately there's not much you can do but wait. I assume you've applied for the September semester?

He had applied for May semester and had to defer it to July now.

Unfortunately there's really nothing you can do but wait. It's quite normal for processing to take several months. Hopefully you'll have a response in June.
