Hello there,
I applied for Canada PR in 2014 through paper application but my application was first returned saying that maximum cap was reached. I again replied following year and it was returned again saying I didn’t include my wife birth certificate.
Now, I have got offer from Concordia university fir masters program. If I apply student Visa now, will previous PR application can effect this? Can Visa officer think negatively that my purpose to go for study is get settled which is not the purpose of student Visa. Please reply.
 
Others may comment, but I wouldn't think these would affect your study application as the rejections were not misrepresentation or anything like that. But, of course, you have to meet the requirements of the study visa. If you get a two year course, you will be eligible for a 3 year PGWP after it.

None of your application got accepted or rejected. Your Student visa application will depend only on your current circumstances only.

Hello friends, thanks for your replies. My present situation is- I just finished one masters degree in Structural Engineering in 2018 from India, this present offer letter from Concordia is for masters in construction project management, my B.Tech was in year 1999. For past 8 years, I’m working as an assistant Professor in Civil Engineering in a private university in India, I’m 41 years old.

But small problem in all of this, I have an overstay history of 3 years in UK as student Visa( applied for fiancé Visa during overstayed in between but didn’t get any reply, then came back Voluntarily from UK in 2008 and reapplied fiancé Visa from India and got it. Again traveled to UK but came back legally after 3 months without getting and informed the decision to UKBA( received full immigration history from UKBA recently).

I know it wasn’t good but a lot of circumstances have changed after that. So, what are my chances?

Not really a small problem. A three year overstay is quite a problem. The UK and Canada do share information, so you have to declare this overstay when applying. I would say that severely hampers your progress for any visa. Not impossible, but chances are not great.
 
Proper justification in SOP/LOE will be given. After all, One has to make believe to Visa officer about return to home country after completing the course and I got solid justifications fir that. I have one application for PhD in NZ also lined up.
