Hey all! Long time lurker here :) I'm writing on behalf of a student friend who is from China, he had a study permit for a college in Ontario (he graduated) before applying for a visa for a college in Quebec. The Quebec student visa was approved but since he was already in Canada he only ever had the old visa with him, which expires in end-of-December. Now, he is saying they mailed out a letter or visa for him but to his old address in China and as such doesn't have a copy or any record of a second student visa for his new program. He's currently in the program which started this Fall, his old student visa is open so for now he is using that.

How can he get a copy of his new student visa for his school records (and for travel)? Does he need to re-cross the border to get it approved, is it available online or is it possible to get it sent by mail to his new Quebec address? I suggested it might be a good idea to apply for a Verification of Status but since his visa doesn't seem "lost" in a conventional sense, I'd love some suggestions or ideas from people.
