Stuck in Information Share for over a year!

Hi,

I am a Quebec Inland Sponsor PA. I just received my GSMS information. And I have been stuck at Information Share: In progress for a year.

Under the information share section there are 3 part: FCC Detail, FCC and biographic. I have passed the biographic but the other 2 I have no status (empty).

I had US Student VISA, so I guess that is why I have a "FCC-Detail" section under my information share section? But the weird thing is that, I saw other people who shared their FCC Detail section all have Partner: USA and some kind of status message. For me, the "Partner" section is empty and no status.

My question is:

1. how long does it take to pass information share? Is the hold caused by QC government? (I know they have a limit amount of PR each year)
2. Is there any way (webform etc.) I can have a more clear understanding of why I stuck in this steps?
