strollers (as compulsion)?

Can we (me and my wife) bring our two toddlers (28 months and 18 months) in our hands while arriving in Montreal for the first time or do we really need to take strollers (as compulsion) for them?

Of course not..

There is no law that you need a stroller. However, you need a car seat for your child if you buy a car, rent or travel in one. I think taxis are excluded from this.
